These images were mostly made while I worked for the Office of Economic Opportunity and the Appalachian Regional Commission from 1970 to 1972. These two anti-poverty programs were set up to assist Americans living below the poverty level, mostly in Appalachia and other economically depressed states.These are among the first pictures I took professionally, and it was in the hollows of Kentucky and Tennessee that I discovered that I could put my feelings about the frailty of life on film. While I might have succeeded in Appalachia with OEO and ARC, they have ultimately failed, as millions of impoverished Americans still live in these areas.
